In a directive received from the Joint Chiefs it is imperative that we move immediately on Project Shadow Team. It is the decision of the Director of the CIA that Agent Philip M. Provost (Codename: Chuckles) be assigned to develop this team. He will be responsible for acquiring its members, assets, and training. Agent Provost will continue on as the teams contact within the agency once they’re assembled. When completed Shadow Team will work outside of conventional International laws. The team will be allowed access to the full arsenal of the US Military with authorization by its contact. Its members must be prepared for full denial of any of its actions by the United States government.

These men must be highly trained professionals with limited ties to the outside world. Suggested resources are US Navy Seals, FBI Counter Terrorist Division or Army Special Forces. Team members should fit profile, Young adult male, between the ages of 24 and 30, military experience with time served in combat, must be able to operate under extremely stressful and harmful situations, must pass mental stability tests conducted by the CIA's psychological development team. All team members must be tested without their knowledge in a real life situation that will satisfy the before mentioned qualifications.

Expert US Weapons
Survival Training
Silent Weapons

Each member must meet at least four of the following prerequisites.

Counter Terrorism
Expert International Weapons
Counter Intelligence
Covert Operations
Reconnaissance
Foreign Languages
Tactics
Computer technology
